Turn on Unlimited oil and ore. The resource usage mechanism is extremely bad as they cannot drill or dig next to themselves and clear the area in a matter of months. You can do fine running an oil industry by importing the raw petroleum. As long as it's near a highway you should be fine.

I just built the ore district a bit ago, and a few mines popped up, but they have all been replaced with forge businesses. The Natural Resources overlay is not showing ore anymore in the area either. As I slowly expand the zoned area, all of the business are not raw producers, they are all goods producers importing the raw ore. Cities: Skylines.
