The Ore Grinder is in the Mining Drone home system and always spawns. I kinda think the Blade of the Huntress dig site might be from a colony event; it wouldn't be visible from the start.
Regardless of if they've been killed or not, entering the system for the first time will trigger a popup stating it as the Drones' home system. If you want to kill it yourself you'll need an antidrone fleet of about 8k, and include one or two carriers for PD because the Ore Grinder Base can deploy Drone Strikecraft.

Well yeah, kinda, I think it had about 810 minerals plus some research interests, so a pretty valuable system. It should have more. 10+ minerals, 10+ energy and several unique resources.
