Try building more storage. You're producing so much lumber that the storage can't empty fast enough to get down to a "balanced" level so it's just trying to empty as fast as possible by exporting. Ore and Oil can run out so importing oil and coal will be needed in the futur. Best way of doing so is to build cargo stations either via train or ship near the power plants.

But today, I found that Oil and Ore industries can be beneficial if used in certain situations. Do not build them on ore and oil resources. This is counterintuitive. Most of the time, these resources are in bad spots on your map, and they will run out in 5 minutes anyways. Build them at the very edges of the city, next to your freeway.
